State’s seventh English daily launched

CM urges media to follow ethical code

ITANAGAR, Aug 22: Chief Minister Nabam Tuki today launched a new English daily – The Arunachal Pioneer – which would be published from Itanagar. With the launch, the strength of newspapers published from the state capital has gone up to seven. Terming the event as another milestone reached in the field of journalism and mass media in the state, Tuki reiterated the commitment of his government to cater to the security of working journalists and progress of media houses. He informed that in view of constant threat to media houses in the state capital the Government has decided to provide security personnel during office hours to all media establishments and also install CCTVs in their premises. He also made a fervent appeal to all private, semi-government and government institutions like offices, hospitals, hotels, market complexes, schools, etc to install CCTVs as soon as possible so that in case of any crime committed the footages from the CCTVs would ease the cumbersome process of investigation.

Referring to the vandalism incident at ‘The Arunachal Times’ office and the recent attack on a senior lady journalist of the same daily, he reiterated that violence in any form will not be tolerated by his government.

“For the umpteenth time I personally condemn the incidents in harshest terms. These are acts of cowardice and against all humanly possible ethics and imagination,” Tuki said.

He informed that those involved in the vandalism act have been arrested and assured that the person or persons responsible for the attack on the lady journalist will never go scot-free. “In my recent review of the case, the police have assured me that the accused will be arrested soon. As police is in the advanced stage of investigation, it would not be appropriate on my part to divulge much detail in public. Be assured that the culprit will be exposed and arrested,” he added and appealed all to bear with the government and hold their patience a little bit longer.

Speaking about the role of media, the Chief Minister pointed out that with the change of times the role of media has also changed manifold.

“The reach of media and the affect it can have on general public has always been recognized and never been challenged. I hope the media of our state would live up to the expectations of sound logic and public welfare,” he observed.

Tuki also drew attention towards how powerful the mass media are. He said by their very nature media and the media people are quite powerful but added that for the media this power comes with tremendous responsibility.

Dissuading misuse of the ‘media power’ he suggested that like in any other profession, like law or medicine, the media also needs to have a code of ethics or guidelines on what is right or wrong.

He cited the instance of lawyers and doctors, who have clear codes of ethics, and anyone who violates the code can be punished, or removed from the profession. But in the case of the mass media there are only a few guidelines and no strict code of conduct. To keep the fair name of the profession, he advised the media practitioners to follow certain ethical codes like Accuracy, Right to privacy, No incitement to violence, No vulgarity or obscenity and No Communal writing.

Recounting the history of mass media in the state, Tuki reminisced the days when mass media hadn’t made any inroads into this land-locked state.

“Those were the days of the spoken word. We only depended on each other, gossips around the fire-place and the radio for news and information. The times have changed. Today we have seven newspapers publishing from Itanagar: Echo of Arunachal, The Arunachal Times, Arunachal Front, Dawnlit Post, Eastern Sentinel, the Independent Review and now the Arunachal Pioneer. Besides there are also several small newspapers publishing from various district headquarters and electronic media houses, which are doing commendable jobs,” he observed.

Expressing satisfaction at the growth rate of mass media in the state, Tuki expressed that considered the fourth pillar of democracy, it is of utmost importance that this pillar is strong and vibrant for democracy to thrive and prosper.

“Therefore, I believe with the addition of another member today, the fourth pillar of democracy in our state has grown stronger,” he added.

The launching ceremony was also attended by Parliamentary Secretary for RWD, Supply & Transport Kumar Waii, Tourism Director A K Singh and IPR Director Leki Phuntso, invitees and media persons.

On the occasion, the newly launched daily also felicitated senior media persons Pradeep Kumar of Arunachal Front, V Ravindran of Dawnlit Post, Tongam Rina, President of the Arunachal Pradesh Union of Working Journalists, Taba Ajum, President of the Arunachal Press Club and Taro Chatung, the pioneer of electronic media of the state.

 

 

Arunachal records sharp increase in crime against women

APSCW demands recruitment of more female police

ITANAGAR, Aug 22: The Arunachal Pradesh State Commission For Women (APSCW) has demanded the state government to recruit more female police personnel in the police department and open separate women cell in every police station to handle cases relating to women and children.

Expressing serious concern over sharp increase in rape and cases of crimes committed against women in the state, APSWC in a memorandum to the Chief Minister demanded that authority should not grant bail in heinous crimes like rape and murder.

“The latest crime statistics of the state shows an alarming increases in rape and various cases of crimes committed against women with rape cases alone accounting for more than 60. There are 160 odd cases of  crimes committed against women within a span of a year and the numbers keep increasing,” the memorandum claimed.

“The attack of journalist, media house, especially on the Associate Editor of a local daily, has deeply shocked and saddened every citizen of the state” the memorandum said while urging the law enforcing authority to bring the culprits to book immediately and award exemplary punishment as per the law.

APSWC appreciated the state government for extending all possible medical help to the grievously injured lady journalist and her family.

APSCW further demanded appointment of Child Marriage Prevention Officer under the Child Marriage Prohibition Act 2006, in order to implement the Act in letter and spirit and also check Child Marriages.

Other demands included independent functioning of Judiciary and Police security for victim and families.

The APSCW since its inception in 2005 has been striving for bringing justice to the issues that affects the women and children within the state.

Meanwhile, the Women’s Commission re-iterated the Govt. to take note of its concerns recommended in its Annual Report 2010 -11, which was placed before the State Legislature during Budget session, March 2012.

 

 

AAPPTF delegation meets CM, demandsloan subsidy, review of corridor agreement

ITANAGAR, Aug 22: A delegation of All Arunachal Pradesh Public Transport Federation (AAPPTF) led by its President Takar Goi and Secretary General Dobing Sonam met Chief Minister Nabam Tuki at his office this evening.

Both Sonam and Goi while briefing about various grievances of the AAPPTF, appealed to the Chief Minister to materialize the long-pending demands of the Federation for 25% subsidy scheme on commercial vehicles loan for those unemployed youths who had procured loan through the memorandum of understanding signed between Arunachal Pradesh State Cooperative Apex Bank and  the AAPPTF.

Sonam informed that above 54 individuals from different districts of the state have already procured commercial loan from APSC Apex Bank through MoU and they are now re-paying the loan installment in time. He further said that as per the MoU, the Federation has taken the primary responsibility of recovering the loan amount  from the defaulters, if any.  He further said if the bank authority reduce the interest rate, it would be more helpful to unemployed youths who had already procured loan from the bank.

Further briefing about the government notification No. LAW/LEGN-14/2007 regarding stamp act Sonam appealed to the chief minister to immediately review the notification and exempt vehicle from the purview of such notification.

Both the president and SG of the Federation further highlighting the grievances of tour and transport operators of the state appealed the Chief Minister to review the corridor agreement (reciprocal transport agreement-1999) between the government of Arunachal Pradesh and Assam and also demanded reduction of double taxation i.e. 12.5% VAT on purchase of vehicle in other state.

They also appealed the chief minister to look into the slow progress of road construction work from Bhalukpong to Tawang and to take up the matter with competent authority for its early execution and completion.

Responding to their memorandum, Tuki assured that 25% loan subsidy would be taken up with concerned department for early implementation of the subsidy scheme.

He also assured that issues as such 12% VAT, corridor agreement and stamp act would also be taken up for discussion with the concerned authority.

Regarding Balipara to Tawang road being executed by the Border Roads Organization (BRO), Tuki informed that his government has already held discussion with concerned authority in recent past for its timely execution and completion.

 

 

Workshop on ‘Lab to land initiative’

ITANAGAR, Aug 22: The district level workshop on Ministry of Rural Development, Government of India sponsored ‘Lab to Land Initiative’ for Heads of Department, Zilla Parishad Members and Block Development Officers was conducted at SIRD conference hall here today.

Inaugurating the programme, Papum Pare Deputy Commissioner Pige Ligu Deputy mentioned that the ‘Lab to Land initiative’ is an innovative strategy to derive the expected outcomes of a variety of flagship programmes through a host of IEC activities most of which could not be achieved for want of adequate participation from the community. The initiative aims at developing a cadre of Bharat Nirman Volunteers, who would be working selflessly for creating mass awareness and disseminating information on all development initiatives being implemented in the district.

He expressed the happiness that Papum Pare has been chosen as the pilot district for the initiative. He called upon all the delegates to identify such individuals who would volunteer to work for their respective area.

He also mentioned that attendance in such workshops and training programmes provided an opportunity for the delegates to update their knowledge for better implementation of development programmes. He also mentioned about the success of the programme in other parts of the country, while recalling his experience of the national workshop held at Sikkim during the previous year.

Dr. Kirto Loyi, Dy. Director SIRD addressing the participants in the inauguration of the workshop emphasized on the need for increased participation of all stakeholders in training programmes. He mentioned that SIRD was providing only training based support under Lab to Land initiative and there was a need for greater ownership of the programme from concerned official functionaries and elected PR leaders.

The workshop was coordinated by Rakesh Srivastava and Sinku Wada Bagang, Assistant Directors at SIRD.

The workshop discussed the background of Lab to Land Initiative, role of Bharat Nirman Volunteers and the role of all line departments of Papum Pare district in a thread bare manner.

Rakesh Srivastava, who has been coordinating this programme since its inception in Arunachal Pradesh along with Sinku Wada Bagang addressed the queries and concerns of the delegates.

The programme was attended by BDOs, representatives of various line departments and Zilla Parishad Member.

 

 

Spread disaster management awareness in schools: DC

PASIGHAT, Aug 22: East Siang Deputy Commissioner R K Mishra along with officers of Disaster Management Department visited various schools within Pasighat township, including Naomi English Residential School, Gandhi School, Town Middle School and IGJ Hr. Sec School, to ascertain the preparedness of the students at the time of occurrence of earthquake.

While interacting with the students, the DC said that the effects can be mitigated by a great margin if we are well prepared for disasters as compared to others with no proper preparedness. All have to well aware of the precautionary measures to be taken during disaster as we are in a high seismic zone, the DC said.

He also advised the students to be disciplined and follow the rules. They should concentrate in their studies and become worthy citizens of the country. They should be obedient to their teachers and parents and do no wrong. He wanted the students to be self confident and develop reading habit which will help in building their future. The DC asked the minor students to avoid driving, and those who have valid driving license should not drive recklessly. They should follow the traffic rules and use protective equipments like helmet, leg-guard, Shari-guard etc while driving.

While interacting with the teachers, the DC urged them to have more close relation with the students.

The DC assured more such visits in other schools so that all are prepared for any kind of eventuality.

The teacher in-charge of all the schools have been imparted training on disaster management in order to successfully implement the disaster management action plan at schools. DIPRO

 

 

World breast Feeding week celebrated

ITANAGAR, Aug 22: The ‘World Breast Feeding Week was celebrated by Nirjuli-Banderdewa Urban ICDS Project at Banderdewa by organizing various programmes.

Attending a programme at Community Hall, Banderdewa as resource person, Dr. Tarh Mungni, medical officer of Jote Health Sub-Centre informed the nursing mothers and pregnant women present on the occasion the importance of  Colostrums, mother’s first milk, and important food as well. Recipe competition among Anganwadi Workers and Helpers  and a ‘Baby Show’ competition were also organized during the celebration.

Kago Dith, Anganwadi worker, Dree Colony, Banderdewa won the first prize for Recipe competition and Tadar Shivaji won the first prize for “Baby Show” competition.

Dr. Mungni gave away the prizes to the winners.

Programmes were also organized at Nirjuli.

Meanwhile, the CDPO of Nirjuli-Banderdewa Urban ICDS project K K Borgohain informed that Tadar Yacha, wife of Tadar Tayum of Banderdewa, a senior most Anganwadi Worker under Nirjuli-Banderdewa ICDS Project was awarded “Best Anganwadi Worker’ in the state by Department of Women and Child Development, Govt. of Arunachal Pradesh. The Award was given away by Circle Officer, Banderdewa during Independence Day celebration. Yacha was appointed as Anganwadi Worker of Banderdewa in the year 1992.

 

 

Assam-Arunachal village level meet to protect D Ering Wildlife Sanctuary

PASIGHAT, Aug 22:  A joint meeting of Arunachal-Assam fringe villages was held at Anchalghat Range, a bordering Range of D Ering Wildlife Sanctuary yesterday regarding illegal cattle rearing and grazing inside the Sanctuary premises along the boundary of both the neighbours.

Gaon Buras of Kemi village under Jonai circle of Dhemaji district of Assam while participating in the meeting agreed  to help the Sanctuary authority in driving out the illegal cattle rearers in their side whose cattle are let loose to graze in the Sanctuary.

Illegal cattle grazing inside the Sanctuary premises along Assam boundary, which often leads to wildlife-cattle conflict, has been cause of concern for the Sanctuary authority for long.

Speaking on the occasion, Oyan Village Gaon Buri also emphasized in protecting the sanctuary from Kemi side of Assam who was earlier little apprehensive about the previous sanctuary authority. Left bank PRI leaders of fringe villages like Borguli and Sigar also spoke on the occasion and sought the co-operation from all fringe villages of the Sanctuary including Assam side of Kemi village.

Oyan Circle Officer Aying Perme, who participated in the meeting, appealed the fringe villages of the sanctuary including Assam to upkeep the sanctity of this natural habitat of wildlife and highlighted the various prospect of earnings if  it is properly developed as a tourist hub.

DFO Wildlife, Tashi Mize who was awarded Gold Medal this Independence Day for his yeoman services to revive the lost glory of the sanctuary said to all attending persons giving special emphasis to Assam that, ‘this Sanctuary is not only a property of Arunachal Pradesh. It’s a national property and we need to jointly work toward protecting this sanctuary. Benefits, if there, like alternative sustenance schemes will also be provided to Assam side if they strongly participate in protecting the Sanctuary’.

He further added, ‘Oiramghat is a major entry and exit point of tourist visiting the Sanctuary and people residing this areas like Kemi village will also get benefit out of the tourist flow if is converted into a favourable tourist destination which he is targeting to achieve in days to come’.

With the participation from Assam bordering Arunachal, anticipations are there that the Sanctuary would be free from illegal grazing activities soon as some Cattle shed (Buffalos and Cows) have already been shifted.

According to Sanctuary officials, talk is also on to negotiate the counterpart of Dibru-Soikoa Wildlife Sanctuary of Assam this winter which is close to D Ering Wildlife Sanctuary to jointly work in protecting the Sanctuaries as same wild animals like Elephants moves around the two Sanctuaries.

ITANAGAR, Aug 22:  Pill Reniya defeated Michi Yassa in straight sets (21-18, 21-12, 21-19) to win the     U-13 Girls Singles title in the first Dorjee Khandu Memorial State Open Badminton Championship at Raj Bhawan Badminton Court here today.

In other matches, Akshay Raito and Laa Tukum won their respective semifinal match against Lunku Sih and Kalung Taki to enter final of U-15 Boys Singles event.

While Akshay  beat Lunku Sih 21-5, 21-9 Tukum defeated Kalung Taki 21-6, 21-4.

Pinki Karki and Laa Yajum also entered final of Girls U-15 Singles event defeating Kalung Mamu and  Taring Yania in the semifinals today.  Pinki defeated Mamu 21-6, 21-3 while Yajum came back from one set down to beat Yania 18-21, 21-14, 21-15.    

State’s promising shuttlers, Laa Talar, Laa Takum, Akshay Raito and Jokom Ribya have also advanced to semifinals.

Meanwhile, the organizing committee has informed that all the remaining matches of U-13 to U-19, both Boys and Girls, Women’s Open Singles and Doubles, Women 30+, both Singles and Doubles have been shifted from Raj Bhawan Badminton Court to Officers Club Badminton Court inside Circuit House near Donyi Polo Ashok Hotel here. Solung Football Trophy begins

PASIGHAT, Aug 22: Riding Rokom Tasung’s hattrick, IGJ Hr. Sec. School thrashed Balek Secondary School 6-0 in the opening match of the Solung Football Trophy-2012 at General Ground here today.

Addressing the opening ceremony, Central Solung Festival Celebration Committee-2012 general secretary Obijon Rukbo advised all the participating team players to maintain discipline and sportsman spirit during the tournament. He hoped that this tournament would provide an opportunity to the budding footballers of Pasighat to show their hidden talents. Encouragement and basic faculties are the need of the hour for them and such tournaments play a crucial role in producing good footballers besides developing personality, added Rukbo. He appreciated Oshong Domin, Chairman, Sports & Games Committee for organizing the tournament in a big way.

Local Government officers and officials, senior citizens and leaders were present and witnessed the opening match.

The final match will be played on August 31 and the winner and runners up would be given cash awards.

Police recruitment

YINGKIONG, Aug 22: The preliminary test for recruitment against 52 posts of Constables in IRBN/APBn was conducted at Yingkiong on August on 17-18.

Out of the total 657 candidates appeared in the test, 438 have qualified for physical test fixed on August 26 and 28, DIPRO reported quoting police official sources from SP Office, Yingkiong.

 

MLA inspects the projects

ITANAGAR, Aug 22:  Palin MLA Takam Pario along with the members of development monitoring committee of construction of Phaa Steel Bridge and Dha to Gangte Road has visited the ongoing construction of Phaa Steel Motorable Bridge over Kumey River and Dha to Gangte road maintenance work in Gangte circle of Kurung Kumey district on Monday.

During his visit Pario assured the public to complete the said project within the time frame, said a release. However, MLA sought full cooperation from the public to the executing agency for smooth completion of the project.

Meanwhile, development monitoring committee has expressed its displeasure over the slow progress of work and urged the executing agency to complete it within stipulated time.

 

GeoEnpro to sponsor local tribal meritorious student for Engg course

ITANAGAR, Aug 22: The management of GeoEnpro Petroleum Limited Kharsang has decided to sponsor local tribal meritorious student for engineering courses.

“All tuition cost of one poor local tribal meritorious student, who gets admission in petroleum and other engineering courses in a reputed institute, would be borne by the management of GeoEnpro Petroleum Limited Kharsang as part of Corporate Social Responsibility”. This was announced by the Management of GeoEnpro during Independence Day celebration to nurture and support talent among local meritorious students, who are interested in pursuing further studies but are unable to do so due to financial constraints, according to a release.

 

Sensitization Training Programme on good governance

ITANAGAR, Aug 22:  A three-day sensitization training programme on good governance began at administrative training institute, Naharlagun today. Altogether 22 officials including lower and upper division clerks, assistants of civil secretariat and heads of department were attending the programme being conducted under sponsorship of the department of personnel and training government of India.

Inaugurating the training programme Commissioner Education Gonesh Koyu stated that bureaucracy is the lifeline and pillar of effective governance. Koyu also added that efficient and effective delivery of public service can only be achieved only through competent, honest and efficient work force of the govt.  

Director Training Pema Tshetan in his address pointed out that good governance is an accepted goal of today’s administration.

 

Sadbhavana Diwas

ITANAGAR, Aug 22: 186 Bn CRPF celebrated Sadbhavana Diwas at Tezu, the district headquarters of Lohit on the occasion of birth anniversary of late prime minister Rajiv Gandhi on August 20.

Besides tree plantation programme a friendly volleyball match was organized between 186 Bn CRPF  and Arunachal Pradesh Police. All the officers and personnel attended the function. Prizes to participating players of both the teams were distributed by the Commandant, 186 Bn CRPF.

 

‘Arrest the culprit’

ITANAGAR, Aug 22: Ziro-II Anti Corruption Youth Forum in a letter to Deputy Commissioner, Lower Subansiri District demanded immediate arrest of the culprits involved in the murder of a student Rallo Rene within 15 days and strict checking of inner line permit within Ziro-II.

The forum threatens to launch phase wise Ziro-II bandh call if their demand is not fulfilled within the stipulated time.

 

Society mourns demise of its member

ITANAGAR, Aug 22: The Gyadom Cheda Welfare Society of East Kameng has deeply mourned the demise of its society member Gyadom Cheda who died on Tuesday at Guwahati GNRC hospital after prolonged disease.  The death of Gyadom is an irreparable loss to the society and its clan.

 

Society demands exemplary punishment

ITANAGAR, Aug 22: All Dodo Welfare Society in a letter addressed to the Lower Subansiri deputy commissioner has demanded immediate arrest of the culprits involved in murder of  a student of government higher secondary school Yazali on August 12 last.

The Society further said the culprits should be awarded exemplary punishment as per the established law.

 

APCC mourns

ITANAGAR, Aug 22: Arunachal Pradesh Congress Committee expressed deep sense of grief over the death of passengers in a tragic road accident near Bhalukpong on August 19.  The accident occurred when a Tata Sumo on its way to Tezpur from Tawang  plunged into Kameng River near  Upper Bhalukpong in West Kameng district.  

 

Folk Art Day celebrated in memory of Rajiv Gandhi

ITANAGAR, Aug 22: Arunachal Pradesh Folk Art Association has celebrated the Folk Art Day in memory of the former Prime Minister Late Rajiv Gandhi here on Aug 20.

Rajiv Gandhi was instrumental in promotion of folk art throughout the world under the banner ‘Apna Utsav’.

“Folk arts are the living testimony of our origins and therefore, the contribution of folk art in evolution of society can not be ignored,” said Indian Folk Art Federation Vice President Tana Taram Tara while addressing the gathering on the occasion. Emphasizing the need of encouraging the youngster to  learn folk art,  Tara further advocated for pension schemes for legendary  folk artists. Folk artists of almost all the states of the country will launch a signature campaign requesting the  Prime Minister and other union ministry concerned to declare this day as National Folk Art Day, he informed.

While presiding over the  celebration programme, state Folk Art Association chairman Bengia Tabb exhorted all the members, especially the young generation to work with sincerity and dedication to promote and preserve folk art to save own identity.

Among others, Association’s vice chairman Biki Para Tok, legendary singer and member of Sangeet Natak Academy Bengia Hemanta also spoke on  the occasion.

Folk artists from various districts of the state participated in the programme. They unanimously felt the urgent need of promoting and preserving folk art.  It was decided that  representatives from among the folk artists will meet the Chief Minister and heads of  department concerned  to request them for formulation of appropriate policy  for revival of folk art in the state.

Is it the last caste census ?

Dear Editor,

I would like to draw the attention of  both the state and central Govts’ authorities towards the problem being faced by the hundreds of personnel who had  completed the socio-economic and caste census (SECC) as enumerators and supervisors a year ago. The enumerators and supervisors did their job with utmost dedication, but till today no one is paid honorarium and travelling allowances. The authorities allured us of Rs.3000  for per census  block with travelling allowance of Rs 150/- per day for 10 days.  Also in the training programme, the authorities announced to  pay the incentives to enumerators and supervisors just after the completion of the SECC under national programme.

Now my question is why the authorities are taking so much time  to clear our honorariums and  allowance ? Is it the last census ? We are bound to follow the orders of superior officers but it does not mean that our hard-earned money as honorarium be deceived.

A clarification

Dear Editor,

This is in response to the news item published in this leading Daily on August 22 regarding a destitute woman.

The APSCW would like to clarify here  that it had made all efforts to trace out the relatives of this destitute woman, namely, Lokam Yanang.   In this regard, the APSCW wrote a letter to the concerned Deputy Commissioner requesting for tracing out the relatives of Lokam Yanang. The elder citizens of the area from where she hails were also informed and requested to take good care of her. However, till this date no relatives came forward to take her, despite several correspondences made by the APSCW.

With rapid and random urbanization, the numbers of destitute women are growing more and more but shelter home remains scarce. In view of this, the APSCW had made recommendation to the Govt. for opening up of more shelter home to accommodate destitute women for rehabilitation.

On its part, on receipt of verbal information, the Commission plunged into action and sent Lokam Yanang to Sisters Charity and Oju Welfare Association, Naharlagun, for temporary shelter, however, she fled from there also. On receipt of such information from the news report, the  Chairperson, Gumri Ringu had personally contacted the Chairperson of Mother’s home to provide shelter to Lokam Yanang.

Once again, the Commission urges the Civil Society and NGOs to impress upon the Govt. for creation of shelter home for women especially for mentally challenged women, for, without it, the Commission’s hands are tied.

Strengthen security measures

Dear Editor,

I would like to draw the attention of authorities towards the security scenario of East Siang district. Conceivably, the authority concerned has taken some steps to check the growing anti-social activities but it could not yield visible results. Despite of having security measures, some incidents happen everyday.

 I really feel it like a prank, when I see the security measures at Police Check Post at Ruksin, a sensitive area bordering Assam. Many vehicles enter without going through proper formalities, sometimes, the Check post remains empty, gate remains opened. It will be better if we realize it that the formalities are maintained for the safety and security of us, not for them who are taking  advantage of security lapses.

Therefore, I request the authorities to strengthen security measures at police check posts at Ruksin and  Ranaghat and  establish additional check post  at  Paglam area which is bordering Tinsuka district of Assam.

Fish production & environment

Total global fish production, including both wild capture fish and aquaculture, reached an all-time high of 154 million tons in 2011, and aquaculture is set to top 60 percent of production by 2020, according to new research conducted by the Worldwatch Institute for its Vital Signs Online service. Wild capture was 90.4 million tons in 2011, up 2 percent from 2010. Aquaculture, in contrast, has been expanding steadily for the last 25 years and saw a rise of 6.2 percent in 2011.

Humans ate 130.8 million tons of fish in 2011. The remaining 23.2 million tons of fish went to non-food uses such as fishmeal, fish oil, culture, bait, and pharmaceuticals. The human consumption figure has increased 14.4 percent over the last five years. And consumption of farmed fish has risen tenfold since 1970, at an annual average of 6.6 percent per year. Asia consumes two thirds of the fish caught or grown for consumption.

The fish sector is a source of income and sustenance for millions of people worldwide. According to the UN Food and Agriculture Organization, for every one job in the fish sector, three to four additional jobs are produced in secondary activities, such as fish processing, marketing, maintenance of fishing equipment, and other related industries. And on average each person working in the fish sector is financially responsible for three dependents. In combination, then, jobs in the primary and secondary fish sectors support the livelihoods of 660 million to 820 million people -10 to 12 percent of global population.

To maintain the current level of fish consumption in the world, aquaculture will need to provide an additional 23 million tons of farmed fish by 2020. To produce this additional amount, fish farming will also have to provide the necessary feed to grow the omnivorous and carnivorous fish that people want. Aquaculture is being pressured to provide both food and feed because of the oceans' overexploited fisheries.

Continually increasing fish production, from both aquaculture and fisheries, raises many environmental concerns. If aquaculture continues to grow without constraints, it could lead to degradation of land and marine habitats, chemical pollution from fertilizers and antibiotics, the negative impacts of invasive species, and a lessened fish resistance to disease due to close proximity and intensive farming practices. To prevent these problems, policymakers, fishers, and consumers need to find alternative sources for fish feed, combat illegal fishing, encourage more-sustainable practices in aquaculture, acknowledge the potential effects of climate change on the oceans, and think critically about what and how much fish to consume.
